TRANSPORT Minister Datuk Seri Ong Tee Keat said yesterday that any decision to liberalise the aviation industry under the open sky policy was subject to strict guidelines.

"The open sky policy, specifically landing rights, is subject to guidelines and also decisions made during bilateral talks between the countries involved," Ong said in reply to a question by N. Gobalakrishnan (PKR-Padang Serai). He said business decisions made by the airline company was also a factor.
