But nine days after the March 29 elections, the 84-year-old president who has been in power for 28 years has not quit even though the people of Zimbabwe have stopped short of giving the total support they used to give him in what was virtually a one-party state. In responding to calls for him to step down by demanding a total recount of the votes in the presidential elections, and vowing to contest the second round run-off for the presidency, Mugabe has made it clear that he has no intention of giving up his post without a fight.

       <description>ERNESTO Miranda was a low-life in Arizona who raped a teenager in 1963 and confessed to the crime, only to have the US Supreme Court overturn his conviction because he had not been reminded of his right to legal counsel. Miranda died in a barroom brawl a few years later, but has been forever commemorated in the &quot;Miranda rights&quot; routinely recited to those being arrested in the United States, especially in movies. In this country, too, anyone arrested in the name of the law has the right to a lawyer's representation. The issue is not so much whether or not accused persons know they have that right -- they do regardless, and for them not to be advised of it would be criminally remiss of the arresting authorities. More pertinent, however, is whether an accused person can have recourse to an available counsellor -- they seem a rare enough breed in this country.
