Graft in Puspakom: How the ACA cracked it wide open...

KUALA LUMPUR: They came in as newly-employed staff and made efforts to blend in with Puspakom workers involved in inspecting and certifying vehicles as roadworthy.

For three months, the newbies quietly went about their work, but their eyes and ears were wide open.

They studied every move made by Puspakom staff, seemingly eager to learn the ropes as traffic wardens, administrative staff, personal assistants to senior officers and even "tea boys".

So successful were these newbies that the Puspakom staff didn't know what hit them when in a nationwide blitz, dozens of them were picked up by the Anti-Corruption Agency for accepting bribes to certify the roadworthiness of vehicles without even inspecting them.

The newbies were undercover ACA officers.

A Transport Ministry source said the undercover officers were placed in strategic positions at all Puspakom centres nationwide since May.

"Their job was to zoom in on those accepting bribes from runners and syndicates," she said.

The round-up began on Sunday and continued yesterday.

The source said the bribes were shared by senior and junior officers involved in inspecting vehicles. She said some staff took home RM50,000 every month.

"The majority of those caught were junior officers tempted to take large sums in bribes. The senior officers would later take a cut for certifying the vehicles as roadworthy.

"Officers who have an aversion to bribes succumbed to peer pressure. This is because the corrupt ones need the assistance of everyone involved in inspecting the vehicles," she said.

To send a vehicle for inspection, the owner or the runner will make an appointment with Puspakom. Once the date is fixed, the vehicle owner or his runner has to wait in line for the inspection.

The inspection is carried out in several stages by various staff. Vehicles undergo inspection involving the chassis, smoke emission, tyres and brakes, among others.

"This is why the officers had to work as a team to collect bribes," the source said.

"Some of the certified vehicles were not even at Puspakom centres for the checks," she said.

This is where the senior officers played their role. They "close both eyes" and certify the vehicles as roadworthy.

"Almost everyone will receive a cut. This is why there are so many cars, buses and lorries that are not roadworthy still on the road," she said.

Those involved in giving the bribes are runners who are banded together in syndicates.

"The runners are constantly in touch with Puspakom staff. They also know used car dealers well and act as middlemen for Puspakom and the car dealers," she said.

Well done ACA! You have made us proud. I used to hear that customers who did not pay bribes had the vihicles failed purposefully! Next on the list should be officials who sit on road-test licenses and maybe driving schools having a syndicate with them. Also start looking at the department that gives out approvals for new products that can be sold i.e. skincare products.

I share the view of those who stated earlier that insiders in Ministry of Transport and reporters must not leak the modus operandi of how ACA managed to penetrate and dig up the proof to detain the corrupt PUSPAKOM staff. It would only put an unnecessary alert on the corrupt staff from other agencies, either govt and private, to be more vigilant and jeorpadise future efforts to fight corruption.

Well done ACA! I have a friend who refused to give kopi-O money to these corrupted guys and know what happened? He was asked to get his 4WD tested a couple of times before he was forced to give kopi-O money. Once given, he had his vehicles passed! Hope the ACA will also get those corrupted guys in Kuching too. Hope to read the good news.

A 'pat' on the shoulders of our law enforcement officers, not often are they held to high esteem. However, the fundamental problem with abuse-of-power is still pervasive in our Culture and we cannot deny the role of excessive "regulation" being a major factor. The more we regulate and we have an obsessive regulatory culture (the permits, the approvals, the license etc...), the more 'opportunities' there are to abuse/corrupt. Most developed nations have realised that deregulation is the way to go. Obviously seen from when we adopt some western disclosure based systems like income tax returns; the number of abuses reduces dramatically. So we need to ask ourselves, what is it in the very way we make Malaysians live, do we expose all to a culture of corruption??

I wonder why it has taken so long for them to act. The police should have done this long ago. Well, it is better late then never. I hope ACA will also do this in Sabah as it is the most corrupted government agency.
A brand new car cannot past the road worthy test. Imagine that you have to pay 200 ringgit to the runner so that your brand new car can be road worthy. Congrats to ACA.

Kudos to ACA for revealing and solving the corruption in Puspakom. But this not should be the end. ACA should complement this achievement by going after corrupt RTD officers.

This has been going on for years, why only act now. All govt depts need to check on their staff, from the office boys to the top positions. Re-shuffle all positions every 6 months. These are ppl getting rich but not thru sweat.

Great job ACA!!! But more importantly, the government should NOT allow Puspakom to monopolise vehicle inspection job! This is only leads to corruption, like what we have today!!!

Finally, the ACA is doing the job it was set up for. Thanks to the Government for giving the agency the independence it needed and allow it to emulate the Hong Kong ICAC. Next, it should go after the JPJ as suggested by the Transport Ministry. There too, if you don't give kopi-o money, you won't pass your driving test in the first round. Pay RM900 and you will pass the L-licence test. (No need to sit for it, this is what a chinese educated guy did) Pay RM960, parking test "pau" guranttee pass. Now we know why there is so many road accidents. ACA should also check into how agencies award tender for purchases. Some agencies even had a minimum quota of 30% kick back. The Government should also ensure that all staff and family members in the logistic dept of each agencies declare their assets every 6 months. The whistles blower should be rewarded and also protected. Once again, Tanniah. Keep it up.

The ACA staff must have their own scale of salary away from the Government scale. In this way they will not be tempted by bribes when carrying out their good work. This is also a high risk job and the staffs must have a reasonable good salary to take home. Who is willing to take the risk if his salary scale is the same as the person his is supposed to check.

Well done. ACA should work fast and stop all the abuse in practices regardless of the status and position of the corrupt persons. Perhaps Government should grant another 100 million ringgit (in the New Budget) to enlarge the ACA staff by ten folds because the systemic corruption probably have spreaded into every parts of this beloved nation. If Government can stop these abuses fast, the people will surely continue to support the current Administration. Keep up the good work-- the voters are taking note of the effort.

No choice is the answer that I could think of for operator/used car dealer, they are held at ransom by Puspakom. Those involved in Puspakom won't allow the passing of vehicle without bribe or kopi money. I that the Government scrapes this nonsense by Puspakom and allow workshops run by the distributors of the vehicles to do half yearly inspections, and hold them responsible if the vehicle which they certify 'ok' is not roadworthy. It time to change NOW!

This practices has been going on for decades but until after 51 years of independance, the ACA only starts to take action. It's a already too late. Thousands of lives have already lost amd maimed. After these arrests, hopefully there are changes.
