NUISANCE:Illegal car wash outlets in public places inconveniencing motorists

TO curb the mushrooming of illegal car wash businesses under its jurisdiction, Selayang Municipal Council (MPS) will come up with its guidelines specifically for the services within two months.

MPS president Datuk Zainal Abidin A'ala said the guidelines would reduce illegal car wash centres that have cropped up in the area. The operators of the car wash centres, he said, would have to run their businesses according to the standardised checklist.

He said recent checks by the licensing department showed that 40 out of the 94 car wash centres found mostly in the commercial areas in Selayang, Batu Caves, Gombak and Rawang were illegal.

"Most of them operate in open spaces, in shop lots, parking lots and around street corners," he said after the MPS full board meeting on Monday.

He added that car wash centres which operated on parking lots caused the most inconvenience to road users.

"We received complaints of these operators hogging a few parking bays in the commercial areas, inconveniencing motorists who are looking  to park their vehicles."

"We are also concerned over the excessive use of water and chemicals from the car shampoo which may damage the roads and drains," he said adding the illegal operators were violating the Street, Drainage and Building Act 1974 .

He said there were several aspects to be looked into when dealing with car wash centres operating without permits.

"If it is on a public area and it is obstructive and inconveniences others, the operators will be issued a notice asking them to cease their operations. If they fail to do so, we will take the next step which is to confiscate their equipment.

"For those operating on private lands and commercial areas, we may consider issuing them licences, provided that their operations does not inconvenience the public," he said.
