National TVET council to be established

KUALA LUMPUR: A National Technical and Vocational Education and Training (TVET) programme Council will be established in the 12th Malaysia Plan (12MP).

The council will optimise utilisation of resources and minimise duplication of programmes, as well as coordinate and consolidate various TVET governing systems, said the 12MP report.

The move is to address the overlap in TVET governance where TVET institutions are currently governed by different ministries, state agencies, and private organisations.

"Efforts will align the diverse systems of TVET institutions to ensure students' pathways to higher education and future careers are streamlined.

"The TVET governance will also be revamped by coordinating and consolidating various TVET governance systems, promoting the TVET brand, enhancing quality programs and creating a TVET database to meet industry demand," it said.

The report said by realigning all TVET programmes, it will create a stronger TVET image ensuring it will be the preferred choice for students.

"For instance, the Buddy Programme which leverages successful TVET alumni will be introduced to motivate and guide TVET students and graduates in career, education and business," it said.

TVET graduates will be provided with the opportunity to gain professional status by the Malaysia Board of Technologists (MBOT), a professional body that gives Professional Recognition to Technologists and Technicians in related technology.

It said a ranking system will be introduced to categorise the TVET institutions based on several components, including employability, wage levels of graduates, industrial engagement and implementing social initiatives in the rural areas.

"Allocations for TVET institutions will be based on their performance in this ranking system.

"Under-performing TVET institutions will be required to implement best practices to improve their rankings," it said.

The report said a TVET database will be developed to enable BDA (big data analytics) to support effective policy formulation and programme development and delivery.

"This database will be a platform to harmonise, centralise and integrate all data on TVET pathways, jobs as well as job matching. This database can be accessed by ministries, industries, instructors, prospective trainees and the public based on compliance with classified data security.

In the report, it said developing future-ready talent is imperative to meet the changing skills required by the industry and to embrace rapid technology change.

"Emphasis will be given to raise the quality of education and training programs, strengthen governance, leverage emerging technology, ensure equitable learning outcomes and address overlap TVET governance.

"These measures will improve access as well as enhance the delivery of education and training, which are in line with Goal 4 of the 2030 Agenda.

The 12MP report said raising the quality of education is crucial in ensuring that talent produced meets industry requirements and is versatile to adapt to changes.

"The method of assessment will be reviewed, TVET programs enhanced while industry collaboration and enculturation of lifelong learning will be strengthened".

The report added that compulsory schooling will be extended from six to 11 years old by making secondary education compulsory for all Malaysian citizens.

This is in line with the strategy outlined under the Malaysia Education Blueprint 2013-2025.

"A student tracking system from preschool to upper secondary levels will be developed to monitor the mobility of students throughout the school system.

"Information from the system will provide timely intervention, including in reducing the dropout rate from the education system.

"Student support programmes such as parental and community involvement for poor students and students at risk will be enhanced to ensure students remain in the school system."

The report said social and emotional support will be provided for students as well as assisting those with learning difficulties, to build an inclusive school environment.
