PM calls on NSC to formulate Comprehensive Security Practice framework

PUTRAJAYA: Prime Minister Datuk Seri Ismail Sabri Yaakob has urged the National Security Council (NSC) to implement a Comprehensive Security Practice soon.

He said NSC must formulate a framework for the Comprehensive Security Practice within the next three years, following its Comprehensive Security (ComSec) doctrine, to enable the responsibility of maintaining national security be shouldered proactively by the government machinery and all segments of society.

He said the framework should be tried and tested before being streamlined and he reminded all government agencies to be prepared through existing mechanisms.

"I call on the government machinery, especially public services, to play their role in ensuring the ComSec strategy can be applied and practised in all aspects of the government.

"This Comprehensive Security Practice enables the level of preparedness to be enhanced for Malaysia to face potential crises in the future.

"It should also involve the collaboration between ministries, government agencies and state governments, as well as the private sector," he said when launching the National Security Conference: National Security A Shared Responsibility at Marriott Hotel here today.

Ismail Sabri also said there was a need to integrate aspects of volunteers and non-governmental organisations, especially involving various segments of the community.

He said the concept of Community-Based Safety Management would be introduced in recognition of the contribution and role of community members.

"I would like to express my deepest appreciation to the volunteers who always ensure that the Malaysian Family can recover during a disaster.

"In fact, a culture of volunteerism needs to continue to be sown and nurtured as an approach to ensure the community can face the challenges ahead. The community should also be prepared to be the eyes and ears of security agencies to prevent any form of threat to national security," he said.

Present were Senior Defence Minister Datuk Seri Hishammuddin Hussein, Senior Works Minister Datuk Seri Fadillah Yusof, Home Minister Datuk Seri Hamzah Zainuddin and NSC director-general Datuk Rodzi Md Saad.
