Rosida the first Malaysian to land a job at ICAO in Montreal

KUALA LUMPUR: Rosida Ismail has become the first Malaysian to land a job at the International Civil Aviation Organisation (ICAO) as an air transport officer, specialising in economic policy under the Air Transport Bureau in Montreal, Canada.

The permanent position was offered to her on April 19 after receiving an email and phone call from ICAO secretary-general Dr Fang Liu, expecting her to report for duty in early August.

"I'm tasked to redevelop air transport policy and guidance material for the economic regulations of air transport and its update.

"The job also requires me to oversee ICAO policy and succession, develop and maintain international agreements," Rosida told the New Straits Times when contacted recently.

She will also be responsible to coordinate and review the formulation of new and additional guidance on regulations of air transport to be implemented by all civil aviation authorities globally.

Prior to her new role, Rosida was the head of government, industry and corporate affairs cum special officer to managing director of Raya Airways Sdn Bhd.

She was also in charged of Raya Airways' MD office to manage, coordinate and oversee the management of regulatory, policies, corporate affairs, external relations, company's strategic positioning, internal welfare, as well as providing services as regional freighter airline, ground handling service provider and maintenance, repair and overhaul of fleet works.

Rosida was previously with the Malaysian Aviation Commission as aviation development senior manager, having involved in overseeing end-to-end regulatory licensing functions.

These included drafting the related regulations, standard operating procedures and guidelines as well as works related to awarding, suspending and revoking air service licence, air service permit, aerodrome operator certificate and ground handling licence in supporting the management of economic development of the Malaysian aviation industry.

She also administered the exercise of air traffic rights among all airlines operating to, from and within Malaysia while managing the allocation of air traffic rights amongst Malaysian designated airlines.

Rosida has over 15 years of experience in aero-political, aviation development and regulatory affairs at the national and international level with proven skills in expediting a wide spectrum of public affairs strategies, policies formulation as well as governments and partners engagement functions through her service as administrative and diplomatic officer since 2006.
