Serial rapist slapped with another 18 years' jail

KUALA LUMPUR: A serial rapist was sentenced to another 18 years in prison at a Sessions Court here today for raping a then 19-year-old student, four years ago.

Apart from his jail time, judge Emelia Kaswati Mohamad Khalid also ordered accused Chai Ruong Huei, 32, to be given six strokes of the rotan.

According to the charge sheet, Chai claimed trial to raping a then 19 years and seven months' old female student in a room at Hotel Royale Bintang here around 1.15pm on Oct 25, 2010.

The watch shop sales worker was also charged with robbing the woman off RM500 cash and her mobile phone at the same time and place.

Thus, Emelia Kaswati sentenced Chai to 18 years jail and six strokes of the rotan for his first charge and gave another five years jail for his second charge of robbing the woman.

However, she ordered the sentences to run concurrently which meant he only has to serve 18 years jail.

During plea for a lower sentence, counsel Raymond Yap urged for a lighter sentence as his client was already serving jail time at the Kajang prison for two other similar convictions which included rape offences.

Deputy public prosecutor Nadiah Malek Fauzi urged for a deterrent sentence and told the court the offences committed were serious.

"The court must also take into account the impact the accused has caused upon his victim apart from the fact that this is a public interest case."

Early this year, Chai was already convicted in two other similar cases, whereby each case sentenced him to 18 years' jail and a total of 21 strokes of the rotan.

Clad in prison clothing, he is currently serving his first jail term of 18 years'. Once it ends, he will have to serve the second jail term of another 18 years'.

Today's sentencing of another 18 years' jail, meant Chai has received a total of 54 years' jail, to run consecutively.

An appeal has been filed over his first two sentences at a High Court here.
