Sabah Lands and Surveys: Land deals driving force of state's economy

KOTA KINABALU: Sabah Lands and Surveys Department recorded RM11.973 billion volume of transactions from land dealings in the state last year.

Its director Datuk Safar Untong said the highest transaction were the Memorandum of Charge with value of RM7.6 billion and Memorandum of Transfer of RM4.2 billion.

"The amount (of transactions) is significant in driving the economy of the state and thus our department will continue to strive in creating more effective services in

land dealings registration system," he said during the launching of enhanced version of the Land Dealings Electronic Submission System (LaDESS) version 2.1 at its

headquarters office here.

Safar said the system was developed between the department and Sabah Law Association.

The web-based system, which can also be used by public starting tomorrow at the department, is meant for all types of dealings except native lands.

Among the enhancements made into LaDESS 2.1 are registration procedures including forms submission are done online, auto-notification on the completion of transaction to clients through short messages service, registration of land clerks and recognition of batch submission.

During the trial period between April and Nov this year, the system had showed more than 50 per cent of land dealings registration and memos issuance being done within five days.

The first four months this year with the previous system, the department only registered 635 or 13 per cent of dealings within 10 days, 845 (17 per cent) within 20 days,

2,796 (57 per cent) within 40 days and 605 (12 per cent) more than 40 days.

The causes of delay in registration of land dealings include queries and rejections of the forms, runners jumping queue among others.

He added the system would also see the limitation of runners or agents to five for each firm
