Lance Corporal charged with raping Uzbek teen in patrol car [Updated]

KUALA LUMPUR: A Lance Corporal was charged with raping an underaged Uzbekistan girl inside a police patrol car while still on duty last week.

Muhammad Fazrul Razzi Yunus was also charged with committing unnatural sex, carnal intercourse against the order of nature, and sexual assault against the 17-year-old victim near Persiaran Saujana Ampang at 10.30pm on Jan 9.

The father of two pleaded not guilty to all offences when the charges were read before Sessions Court judge Norshila Kamaruddin today.

The offence falls under Section 376(1), Section 377C, and Section 377CA of the Penal Code, and Section 14(a) of the Sexual Offences Against Children Act 2017.

The 31-year-old accused is facing a maximum 30 years imprisonment and whipping upon conviction.

Deputy Public Prosecutor Nor Azizah Mohamad asked the court to impose a RM20,000 bail for each of the charges.

"We also ask the accused not to disturb the witness and report himself at the nearest police station."

However, counsel G. Visvanathan Nair, who appeared for the accused pleaded for minimum bail stating that his client is not a flight risk as he is a policeman.

"My client is suffering Myasthenia gravis, a chronic autoimmune neuromuscular disorder causing muscle weakness and fatigue due to impaired communication between nerves and muscles.

"Bail also should not be used to punish a person as he is deemed innocent until proven guilty by this court."

The court fixed RM20,000 bail for all charges and fixed March 12 for mention.

Meanwhile, Fazrul, along with his partner-in-service, constable Muhammad Adib Aikal Sharul Nizam also claimed trial to extortion charges.

The duo allegedly extorted RM500 from the victim and her boyfriend, threatening to spread their intimate video near Jalan Ampang Hillview at the same date and time.

They were charged under Section 384 of the Penal Code which carries a maximum of 10 years' jail, a fine or whipping upon conviction.

Magistrate Amalina Basirah Md Top set RM4,000 bail for each of the accused.

On Jan 11, Selangor police chief Datuk Hussein Omar Khan in a statement confirmed receiving two police reports involving a Malaysian male and a female foreign national.

He said the incident occurred on Jan 9 at 10pm when the complainant and her male friend were at Bukit Ampang View.

"They were apprehended by two male suspects in full uniform, who took them to a secluded location.

"During the incident, one of the suspects sexually assaulted the female complainant, while the male complainant was taken to a bank to settle payments demanded by the suspects for traffic offences."

Hussein said later on Jan 10, a team of officers and policemen from the Ampang district police headquarters arrested both suspects and remanded them for seven days.

The policemen were then suspended from duty until the investigation into the case is completed.
