#NTP2017: Crime index down by 53pct since 2010

KUALA LUMPUR: The 2017 National Transformation Programme (NTP) report reveals that the crime rate has fallen by 53 per cent since the programme’s inception in 2010.

This has also led to a 40 per cent reduction in the public’s fear of being victims of crime based on a Perception of Crime Indicator (PCI) survey conducted here, and in Selangor, Penang and Johor.

“In Kuala Lumpur alone, the PCI survey observed a 31 per cent reduction, against 61 per cent in 2016.”

Throughout last year, the report said, community-oriented initiatives were carried out, including the Community Empowerment Programme (CEP) and public engagement by police.

“A total of 64 high-risk areas were covered by CEP and police took part in 1,687 community engagements to obtain feedback on areas of improvement in its effort to improve the public’s sense of security,” the report said.

Last year, the Taman Tun Dr Ismail and Pantai police stations here carried out the six initiatives in the Modern Policing Programme.

“This year, the programme will be implemented at the 22 remaining police stations in Kuala Lumpur, with 11,500 officers to be deployed on the ground,” the report read.

Drawing from the Community Battery-Drug Abuse Prevention Strategies, an empowerment expansion framework was developed and implemented, which focused on active community participation, capacity building for community leaders and building a supportive environment.

Another significant milestone reached was the decriminalisation of drug abuse through community involvement.

“The Besut pilot rehabilitation project showed 54 per cent of the patients managing to stay off drugs post-treatment,” said the report.

Given a second chance, 2,854 prison inmates were enrolled in training programmes endorsed by the Human Resources Ministry to equip them with skills and certification which could increase their employability upon release.

Last year, the Malaysia Border Control Agency (AKSEM) Act 2017 was passed to boost border security and amendments were made to the National Security Council Directive No 15.

“AKSEM implemented 145.8 per cent of the six quick-win initiatives last year – stricter enforcement on border communities, job rotation every six and 12 months at the border, border awareness programme, quarterly team building sessions, introduce and implement due diligence and integrity testing and border security personnel accreditation training and development.

“Overall, the National Key Results Area in reducing crime achieved 161 per cent of its key performance indicators (KPIs) last year, compared to 118 per cent in 2016,” the report read.
