IRC to brief CEP this week on recommendations for institutional reforms

KUALA LUMPUR: Institutional Reforms Committee (IRC) is set to brief the Council of Eminent Persons this week on its recommendations, after submitting its final report to the council yesterday.

Its chairperson Datuk K C Vohrah said the report contained recommendations pertaining to key institutions, as well as reforms to laws that impinge upon fundamental liberties.

"These recommendations are what we consider to be necessary steps for the reforms that the country needs," he said in a statement today.

The five-member committee had examined several areas for reform, which included parliament, elections, the judiciary, law officers and legal services, anti-corruption, police and immigration, communication, media and information, and human rights institutions and laws.

In preparing the report, IRC said it benefited from the representations of many individuals and organisations which provided written and oral submissions.

“This gave us vital information and shaped our thinking on the ills that required remedial measures.

"The committee received about 1,000 submissions, letters and e-mails from the public."

He added that there were many written submissions which, while not connected directly

with the scope of their study, raised issues which "require attention" and will be referred to the relevant government agencies for further action.

The IRC said it has also recommended that further studies be conducted on several areas of national importance which could not be sufficiently dealt with over the course of its study.

"We thank everyone who took the time and trouble to make submissions to the committee and those who attended dialogue sessions with us.” Vohrah said.

The IRC, which falls under the CEP, also comprises, former Court of Appeal Judge Datuk Mah Weng Kwai, National Patriots Association president Brig Gen (Rtd) Datuk Mohamed Arshad Raji, National Human Rights Society president Datuk S Ambiga and constitutional law expert Prof Datuk Dr Shad Saleem Faruqi.
