Security and Public Order Policy to replace 2016 policy

THE Security and Public Order Policy (DKKA) will strengthen the Home Ministry’s initiatives to ensure the country’s security and public order are maintained.

Home Ministry secretary-general Tan Sri Alwi Ibrahim said DKKA would replace the Internal Security Policy (DKDN), which was launched in 2016, and has been enhanced to be more effective.

He added that DKKA guidelines would be used by 12 departments and agencies under the ministry as a reference in carrying out their respective duties and responsibilities.

Among the agencies are the Immigration Department, National Anti-Drug Agency, police and the Eastern Sabah Security Command.

“DKKA was designed based on cross referencing with Buku Harapan, the mid-term review of the 11th Malaysia Plan, Wawasan 2020 and the National Security Policy. It comprises six cores and is supported by 21 strategies designed inclusively through focus group discussions, workshops and engagements,” he said at a press conference here yesterday.

DKKA’s objectives are to uphold the country’s constitution, sovereignty and institutions, improve governance and the integrity of the agencies under the ministry, as well as strengthen border security.

Its other cores are to guarantee security and public order, protect national assets and targets, as well as fight drug abuse.

Alwi said fighting drug abuse was important as it was a threat to the country’s security and public order.

“This is new as the previous policy did not emphasise the matter despite the ministry and the National Anti-Drugs Agency fighting hard against drug abuse. Making it one of the core aspects would outline that drugs remain the country’s No. 1 enemy.

“In this aspect, the ministry will work with relevant agencies to improve preventive and rehabilitation initiatives for those involved in drugs,” he said.

Alwi added that international cooperation and discussions with Asean countries and the United Nations to combat drug trafficking were ongoing.

DKKA will also focus on boosting the image and performance of enforcement agencies under the ministry.

“Among the strategies for improvement are to make the police force a respected entity, strengthen the civil service and ensure that they have sufficient manpower and equipment.

“Cooperation with the private sector, government-linked companies and non-governmental agencies will be intensified,” he added.

He said DKKA would be launched by Prime Minister Tun Dr Mahathir Mohamad at the Home Ministry here today.
