20 enforcement agencies to be closely watched by complaints committee

PUTRAJAYA: The government is setting up a complaints committee (JKA) to oversee grievances of misconduct in 20 enforcement agencies.

Prime Minister Tun Dr Mahathir Mohamad said the move was made following a proposal by the Enforcement Agencies Integrity Commission (EAIC).

JKA's establishment, according to Dr Mahathir, was to ensure the monitoring of the 20 enforcement agencies could be done in line with the monitoring of the police via the Independent Police Complaints and Misconduct Commission (IPCMC).

"The committee will be set up as soon as possible and will be run by a government agency that will be determined later. We will later decide on who will lead the committee," he said at a press conference after chairing the Special Cabinet Committee on Anti-Corruption (JKKMAR) meeting, here, today.

Also present were Deputy Prime Minister Datuk Seri Dr Wan Azizah Wan Ismail; Economic Affairs Minister Datuk Seri Mohamed Azmin Ali; Minister in the Prime Minister's Department Datuk Liew Vui Keong; National Center for Governance, Integrity and Anti-Corruption (GIACC) director-general Tan Sri Abu Kassim Mohamed and Chief Secretary to the Government Datuk Seri Mohd Zuki Ali.

In July, the government tabled the IPCMC Bill 2019 in the House of Representatives to replace EAIC to enhance the integrity and capabilities of the Police.

The IPCMC would act as an independent monitoring body to receive complaints and conduct investigations into police misconduct.

Up to Dec 31, the prime minister said 22 of the 115 initiatives in the National Anti-Corruption Plan (NACP) 2019-2023 had been completed including asset declaration by members of the administration.

The rest of the initiative were still works in progress, he said, adding JKKMAR had agreed to give relevant lead agencies a one-year extension to execute pending initiatives.
