12MP - Streamlined ministries, agencies, civil service [NSTTV]

KUALA LUMPUR: The structure and functions of all ministries and government agencies will be rearranged to create a more horizontal organisation and reduce red tape within the administration, Prime Minister Datuk Seri Ismail Sabri said.

He said the proposal to introduce a Civil Service Act would also be studied to enable the implementation of a clear separation of powers and responsibilities between Members of the Administration and civil servants.

"In addition, the digitisation of public services will continue to be enhanced. The newly launched Public Sector Digitisation Strategic Plan (PSPSA) 2021-2025 outlines the strategic direction of the implementation of public sector digitisation to drive a sustainable Digital Government agenda towards shaping a digital society.

"The government is targeting early to-end or end-to-end online services to increase to 80 per cent by 2025. A national data governance policy framework will be developed to encourage greater data sharing between the public and private sectors," he said in tabling the 12 Malaysia Plan in the Dewan Rakyat today.

Aside from this, the prime minister also said that the government would continue listening to the voices of the youth in the country while pledging that the much-anticipated Undi18 would be implemented "in the near future".

Acknowledging that youths would be the future leaders of the Malaysian Family, Ismail Sabri said a national youth economic empowerment plan is being drafted to strengthen the role of young people in the country's national development.

"The capacity and capability of youths will be enhanced to produce skilled workers. The spirit of patriotism and responsibility to the country will also be nurtured."

As Malaysia is expected to become an ageing nation by 2030, Ismail Sabri said the government would increase support system for the elderly while the National Senior Citizen Registration System will be improved and its coverage expanded.

"To date, a total of 140 Senior Citizen Center have been established, and the government plans to expand this effort to all parliamentary constituencies. Malaysia also needs to create more senior citizen-friendly cities in the future.

"At the same time, registered disabled people would also be empowered through various initiatives such as Job Coach, Inter-community Development (Pemulihan Dalam Komuniti), Independent Living Center services, OKU entrepreneurship programme, and special career carnivals."

On gender empowerment, the prime minister said the government is setting a 59 per cent target for women's participation in the job market by 2025.

"The economic development of women entrepreneurs will be strengthened by increasing access to financing and skills training activities.

"Women entrepreneurs will also be encouraged to conduct business activities online to expand the market.

"A framework for gender empowerment will be introduced and civil and Shariah laws will be strengthened to address women-related issues," he said.
