Another crucial dimension of think tanks involves the implementation of policies. They serve as watchdogs, monitoring and evaluating policy effectiveness. Furthermore, think tanks contribute to capacity building by offering training and technical assistance, enhancing the capabilities of individuals and institutions.

However, an observed perception lingers that Asia lags behind Europe and North America in the think tank landscape.

Rooted in historical development and cultural distinctions, these regions have historically cultivated a robust think tank culture, characterized by independence and unbiased analysis. In contrast, Asian think tanks have often played a more limited role due to governmental dominance and funding challenges.

Nevertheless, a notable shift is underway, as countries like China and South Korea recognise the instrumental role think tanks play and invest in their development to bolster policymaking influence.

The nexus between the number of think tanks and a nation's level of development is a cogent argument. Typically, developed countries boast a higher quantity and greater diversity of think tanks, a testament to their abundant resources and robust civil societies.

This symbiotic relationship between think tanks and development underscores their integral role in shaping the trajectory of nations on the global stage.

 The Think Tank Civil Society Programme, under the guidance of James McGann at the University of Pennsylvania, assumes a crucial role in furnishing a meticulous and impartial examination of think tanks and civil society organisations globally.

Renowned for its influential Global Go To Think Tank Index, the programme serves as a paramount benchmark for identifying preeminent think tanks.

However, a spectre looms over the integrity of think tanks, with political interference and funding emerging as potential threats. The Heritage Foundation in the United States stands out as a notable case, accused of allowing political considerations to permeate its research and policy recommendations.

Critics contend that the organidation's proximity to the Republican Party and conservative donors has led to a discernible political bias, compromising the autonomy and objectivity of its research output.

In South Asia, a parallel concern surfaces, where instances of think tanks being influenced by the ruling party have been reported. These occurrences raise suspicions of think tanks becoming inadvertent tools of propaganda, eroding their role as bastions of independent thought and analysis.

The delicate balance between political influence and the pursuit of unbiased research underscores the perpetual challenge faced by think tanks in maintaining their credibility and autonomy in a dynamic global landscape.

 

What are consultancies?

Consultancies, or consulting firms as they are commonly known, represent professional service entities that proffer specialized advice and solutions to businesses, organisations and individuals.  These firms, comprised of adept professionals with distinct expertise across various fields, extend tailored services aimed at enhancing client performance, resolving issues, or attaining specific objectives. Renowned for their proficiency, consultancies operate within diverse industries, delivering insights, strategic guidance, and problem-solving capabilities to address the distinctive challenges faced by their clients.

 Engaging in project-based work, these firms undertake specific assignments, spanning from research and data analysis to strategy development and solution implementation. Collaboration with clients is a cornerstone of their modus operandi, involving close interaction to comprehend client goals, challenges, and objectives for a nuanced and client-centric approach.

Consultancies emphasise independence, ensuring that their advice and recommendations stem from impartial analysis and expertise, devoid of any conflicts of interest.

Widely recognised for a diverse array of services, their global presence is a distinctive feature. Allowing consultancies to serve clients on an international scale, bringing varied perspectives to address challenges within the context of an increasingly globalised business environment.

Prominent consulting firms such as McKinsey & Company, Bain & Company, Boston Consulting Group (BCG), Deloitte and PricewaterhouseCoopers (PwC) are exemplars in this domain.

Their commitment lies in delivering astute advice and bespoke solutions, embodying the essence of expert counsel to facilitate client success within their respective endeavours.

 

Discerning between the two

Distinguishing between the research institute or think tank and the consultancy requires an understanding of their unique roles as distinct contributors to the symphony of knowledge and problem-solving.

 Envision the research institute or think tank as the intellectual conductor, orchestrating harmonies of insight. Their primary objective is to navigate the intricacies of societal challenges, blending data and ideas into a cohesive discourse.

Catering to a diverse audience, from policymakers to the general public, these institutions, backed by a mosaic of funding sources, aim for the elevated notes of independence, generating impactful research papers and policy briefs. Their influence resonates in the measured cadence of informed decision-making, permeating the corridors of influence.

In the symphony of financial sustenance, think tanks and consultancies compose distinct movements, each attuned to the nuanced rhythms inherent in their respective realms.

This multifaceted approach meticulously safeguards their financial autonomy, preventing the undue influence of singular benefactors.

While think tanks aim for financial independence to preserve objectivity, consultancies navigate a client-centric model, generating revenue directly from bespoke services, creating a harmonious yet divergent interplay in the financing symphony of knowledge and problem-solving.

 In short, the financing models for think tanks and consultancies differ significantly, reflecting their distinct roles, objectives, and operating structures. 

 

Human capital

The personnel compositions of think tanks and consultancies exhibit a diverse array of individuals encompassing various backgrounds, skills, and, in certain instances, nationalities. 

 Malaysia doesn't discriminate in hiring foreigners for publicly funded think tanks, including those with permanent residency status (non citizens). Their academic qualifications don't seem to matter too, because a religious studies major (not even an economics graduate) has been known to head a policy research institute.

 All and sundry are welcome, as long as they have the right connections. In the end it is the Board of Trustees that calls the shots. It is the composition of the Board that matters.
