NBOS broke silos in govt: Najib

KUALA LUMPUR: The National Blue Ocean Strategy (NBOS) has succeeded in breaking down silo operating styles between ministries and government agencies, said Prime Minister Datuk Seri Najib Razak.

He said before this, the “silo mentality” had been a stumbling block towards effective implementation of government programmes.

“The tendency to “guard our own turf” had resulted in ministries and government agencies operating in their own silos.

“The silo mentality controlled thinking and operating style but the NBOS succeeded in overcoming this,” he said when launching the National Blue Ocean Strategy Day here today.

Also present was Chief Secretary to the Government Tan Sri Dr Ali Hamsa.

He said the NBOS encompassed three criteria for successful implementation of programmes, which were creativity and innovation, speed and minimum costs.

The Prime Minister said the success of the NBOS could be seen in the implementation of 80 programmes throughout the country which involved various ministries and agencies.

Najib noted that the NBOS which was supported by four main clusters, namely economic development, integrated development, public safety and social participation had benefited the people greatly.

Citing examples, Najib said the setting up of Urban Transformation Centres (UTCs) and Rural Transformation Centres (RTC) had succeeded in bringing various agencies under one roof to make it easier for the people to get their services.

Apart from this, he said the My Beautiful Neighbourhood (MyBN) initiative had benefited more than 100,000 people in public housing estates since it was launched last year. – BERNAMA
