GLCs, G20 shine in implementation of Bumiputera Empowerment Agenda initiatives

KUALA LUMPUR: Five government-linked investment companies (GLICs) and 17 government -linked companies (GLCs) or G20, have passed their Key Performance Indicators (KPI) in implementing key initiatives for the Bumiputera Empowerment Agenda (BEA) for 2015.

Prime Minister Datuk Seri Najib Razak said all GLICs and G20 as a whole achieved 91.5 per cent KPI with the overall initiative of RM44.7 billion last year, compared to RM43.8 billion the previous year.

He said among the successes achieved by the GLICs and G20 last year included the acquisition of RM11.8 billion from Bumiputera companies, with RM2.3 billion in special distribution.

"In addition, GLICs and G20 also appointed 49 new vendors under the vendor development programme, creating two consortium retail networks and livestock, as well as training 9,544 graduates under the 1Malaysia Training Scheme (SL1M)," he said, after chairing the Bumiputera Economic Council in the Parliament building here today.

Also present were International Trade and Industry Minister Datuk Seri Mustapa Mohamed, Khazanah Nasional Bhd Deputy Chairman Tan Sri Nor Mohamed Yakcop, Works Minister Datuk Seri Fadillah Yusof, and Minister in the Prime Minister's Department Datuk Seri Wahid Omar.

The GLC Transformation (GLCT) Programme Principles were implemented in 2005, and concluded last year.

One of the principles is the National Development Agenda, which forms the principle of equitable growth and development of the Bumiputera community.

"Although the programme was only set for 10 years, the government will still maintain the key initiatives under the BEA by the GLICs and G20 since its introduction in 2014.

"Also, despite the GLCT Programme being commissioned in 2015, Khazanah Nasional Bhd as the former programme secretariat, will continue to serve as secretariat for the implementation of BEA involving GLICs and G20 until 2020," he said.

The prime minister said that since the implementation of BEA in 2014, seven key areas have shown significant success.

He said these seven key areas are vendor development; major companies (anchor) for the supply chain; specialisation distribution (carve out); human capital; ownership of non-financial assets; Bumiputera equity ownership in the corporate sector; and acquisition.

Najib said among the initiatives planned for this year included the appointment of 70 new vendors, eight national champions and a regional champion by the Vendor Development Programme (VDP), while the Bumiputera companies acquisition target has been set at RM11.0 billion.

He added that a total of 15,000 graduates will be trained under the 1Malaysia Training Scheme (SL1M) programme.

He said Khazanah as the secretariat of this programme will continue to streamline the mandate and structure of the BEA to be able to provide more benefits to the indigenous communities and the state.
