Messy planning of ROL river cleaning programme, says AG's report

KUALA LUMPUR: Audit conducted on river water quality control projects under the River of Life (ROL) river cleaning programme has found that there was messy planning resulting in 13 Extension Of Time (EOT) applications being approved between 45 and 356 days, said the Auditor-General’s (AG) Report 2017 Series 1.

There were also two EOT applications for two contracts being approved even after the contract ended resulting in Time at Large.

The actual monthly operating cost of Waste Water Treatment Plant (WWTP) Pasar Borong Kuala Lumpur was significantly different from 493.1 per cent to 835 per cent compared to initial estimation by the consultant.

The report suggested that the Department of Irrigation and Drainage (DID) and the Kuala Lumpur City Hall (DBKL) should carry out a detailed study on treatment plants to ensure the plants could achieve effluent quality.

“DID and DBKL need to carefully plan projects to ensure they can be completed according to the time frame.

“DBKL also needs to review working procedure that is not suitable with regulations and ensure they comply with conditions listed in the contract.

“DBKL also needs to blacklist non-performing consultants who do not execute obligations that are required in the terms of appointment,” the report said.

The ROL programme was launched in July 2011 under the Economic Transformation Programme for “Greater Kuala Lumpur.”

ROL’s goal was to transform certain areas in the city overlooking Klang River to have economic and high commercial value.

ROL involves three development components namely River Cleaning, River Beautification and Land Development with an allocation of RM4 billion.
