Experts: Regular reporting on government projects demonstrates accountability, enhances public confidence

KUALA LUMPUR: Regular reporting on government projects demonstrates accountability of the public sector and addresses issues such as delays and leakages.

Political analyst Datuk Dr Jeniri Amir said it would also help the government make informed decisions and strategies based on the progress of the reports.

"It will also promote better communication and coordination among the agencies, ensuring a better outcome for the country as a whole.

"In the long run, this will benefit the people and help enhance public confidence in the administration," he said when contacted.

He said the reports would carry the basis for the evaluation by the government against its set goals and targets.

Prime Minister Datuk Seri Anwar Ibrahim and the ministries would then be able to better identify areas of success and others that need immediate improvement, he said.

Earlier today, Anwar said government agencies will be required to submit a monthly report on their performance.

He said the ministries will be required to submit monthly reports on their performance in monitoring the progress and implementation of public projects.

This decision was made was following a discussion with the Chief Secretary to the Government Tan Sri Mohd Zuki Ali and other civil service officials on the government's direction

Anwar said the reports would be submitted to the respective ministry's secretary-general, director-general and Chief Secretary to the Government Tan Sri Mohd Zuki Ali, while he would be duly informed of the progress.

Nusantara Academy for Strategic Research senior fellow Dr Azmi Hassan said the move would keep the ministries in check in their spending of the allocations.

He suggested that the reports are submitted to a committee specifically formed to evaluate the progress of the projects.

The committee could also include experts of various fields and members of civil societies, he said.

"After the evaluation process conducted by the committee, the prime minister can then make decisions in a holistic manner.

"It will be time consuming for the prime minister to be briefed by each ministry and it would be too late to do remedial works by then."

Former federal territories ministry secretary-general (then Federal Territories and Urban Wellbeing Ministry) Tan Sri Ahmad Phesal Talib said such a move would ensure that the projects and issues related to their implementation could be addressed accordingly.

This, he said, would ensure that the ministries adhere to their respective key performance indicators (KPIs).

"All public project approvals and allocations are based on the current needs, priority and planning by each ministry or department.

"Hence, it is imperative for the ministries to ensure implementation of projects run according to the set schedule," said Phesal, who is also former Kuala Lumpur mayor.
