Administrative violations identified in mobile, postal votes cast in KL during Indonesian presidential election

KUALA LUMPUR: Indonesians who had recently cast their votes using the Mobile Ballot Box (KSK) and postal voting methods in Kuala Lumpur might be required to undergo a revoting process.

Indonesian Foreign Election Supervisory Committee (Panwaslu) said it found that the Kuala Lumpur Foreign Election Committee (PPLN) committed administrative violations during the presidential election process.

Jakarta-based news agency, Antara News quoted Panwaslu's Kuala Lumpur head Rizky Al-Farizie saying that Panwaslu conducted an investigation into several issues broadly related to the voting process using the postal and KSK methods.

He said that following the investigation, Panwaslu subsequently recommended that the Kuala Lumpur PPLN refrain from considering the votes cast using the postal and KSK methods in the Kuala Lumpur area.

"As such, a re-vote of ballots that used both methods should be conducted where the implementation should be preceded by an update of the voter list for postal and KSK methods."

Rizky said an evaluation of the postal vote method should also be conducted.

"A recommendation letter has been issued to PPLN Kuala Lumpur on the issue," he said.

Rizky said Panwaslu had coordinated with PPLN after a viral video was brought to its attention.

The video showed a stack of ballot papers being cast at a place under the jurisdiction of the Kuala Lumpur PPLN. The authenticity of the video is still being investigated.

Rizky said Panwaslu found several allegations of administrative violations in postal voting, one of which involved 1,972 ballot papers which were returned by a person whose identity could not be ascertained.

"The method of vote return did not comply with Pos Malaysia's standard operating procedures.

"There were administrative errors in terms of the distribution of the 136 mobile ballot boxes. The Foreign Election Committee had stipulated that all mobile ballot boxes should provide 500 ballot papers, but each mobile ballot box has a different number of Permanent Voter Lists (DPT).

Rizky said Panwaslu also received reports of voters casting their ballots twice.

"This is alarming, as it could undermine the election."

He said they had coordinated with the Indonesian Election Supervisory Board (Bawaslu RI), including the Central Law Enforcement Body on the matter.

Meanwhile, when responding to the recommendations made by the Panwaslu, PPLN Kuala Lumpur spokesperson Puji Sumarsono said they have received the recommendation letter and would need time to examine it.

"We will first discuss the recommendations. There is no decision yet, and the counting of mobile ballot box votes is still ongoing," he said.
