The Kedahan, who has a personal best of 11.56s, clocked a slow time of 12.11 to finish sixth in heat three.
China's Wei Yongli won heat three in 11.35 while Hamideh Esmaeil Nezhad of Iran clocked 11.57 to finish second.
Ge Manqi of China clocked the fastest time of 11.17 in the heats, followed by Bahrain's Edidiong Ofonime Odiong (11.34).
Asian Championships champion Shanti Pereira of Singapore finished third in heat two but managed to make the final as one of two fastest losers.
