Rahman Dahlan clears the air, CCCC not blacklisted by World Bank

KUALA LUMPUR: The company tasked to execute the East Coast Rail Link (ECRL), China Communications Construction Company (CCCC), is not blacklisted by the World Bank.

Minister in the Prime Minister’s Department Datuk Abdul Rahman Dahlan said it was CCCC’s subsidiary companies, China Road and Corporation (CRBC), which had merged with China Harbour Engineering Co Ltd (CHEC) that had been blacklisted.

“In 2003, the World Bank conducted an investigation towards a development in the Philippines and found that there was unfair competition among project bidders, including CRBC, which was then blacklisted.

“Two years later, in 2005, CRBC merged with CHEC and became a subsidiary under CCCC.

“CRBC was blacklisted on Jan 12, 2009 and the blacklist period of eight years will end in January 2017,” he said at Dewan Negara today.

He added that claims about CCCC being blacklisted were only to confuse the people.

Rahman said CCCC, which was one of China’s largest construction companies, was nominated by the government of China to execute the ECRL project.

“CCCC also has a good record in large construction projects, including in Malaysia.

“It is based on the commitment and the encouraging performance of the company, not just in Malaysia. The government is confident that it can provide the best results and complete the ECRL project in a period appropriate with the scale of the project,” said Rahman.
