Police to grill serial rapist Subbiah upon arrival from Canada tomorrow

KUALA LUMPUR: Police plan to call up convicted serial rapist Selva Kumar Subbiah, who will be deported to Malaysia from Canada soon, for an interview once he is back in the country.

Deputy Inspector-General of Police (IGP) Tan Sri Noor Rashid Ibrahim said they will probe Subbiah, 56, on where he will live and what his future plans are, among others.

However, Noor Rashid ruled out placing a tracking device on Subbiah, as he has not committed any crime in Malaysia.

He said the sexual crimes committed by Subbiah occurred in Canada more than 20 years ago, and he has served his prison sentence.

"After serving the sentence, he (will be) deported back here to live a normal life, as he is a Malaysian.

"We have to accept the fact that he has the right, as a citizen, to come back," said Noor Rashid, adding that Subbiah is entitled to other rights as provisioned by the Federal Constitution, including the right to freedom of movement in the country.

Noor Rashid was speaking to reporters after officiating the graduation ceremony for the police inspector cadets training course series 1/2016 at the Police Training Centre (Pulapol) today.

He reassured the public that police will monitor Subbiah for an indefinite period due to his notorious reputation, which is causing anxiety among the public.

"If there is reasonable concern that he would be a threat, we would take the necessary action.

"Should there be any suspicious activities or behaviour on his part, the public are also advised to contact the nearest police station," he said.

Noor Rashid added that police will also try to glean more details on Subbiah's background from the Canadian police.

On Feb 1, Inspector-General of Police Tan Sri Khalid Abu Bakar confirmed that police had been notified by the International Criminal Police Organisation (Interpol) that Subbiah will be deported back to Malaysia.

He is expected to arrive from Canada on Sunday.

It was reported that Subbiah will be accompanied by three guards from the Canada Border Services Agency (CBSA).

According to The Toronto Star, he was arrested shortly after his release from a Toronto prison last Sunday, and was later ordered to be held under the custody of the CBSA until his deportation to Malaysia.

The Immigration and Refugee Board of Canada convened a special hearing on Monday to issue the detention order. The hearing was also told that Malaysian officials have already approved a flight permit for Subbiah.

He was sentenced to 24 years in prison after being convicted at two separate trials, more than two decades ago, of drugging and sexually assaulting 30 women.

However, the hearing was told there may have been more victims.
