Investigation on Klang International City Marathon 2017 completed: Police

KLANG: Investigation into the Klang International City Marathon 2017 for its failure to apply and obtain a license to organise the marathon, has concluded

Klang Selatan district police chief Assistant Commissioner Shamsul Amar Ramli said the investigation paper (IP) have been completed.

"It will be referred to the Selangor police contingent headquarters as well as the state deputy public prosecutor's (DPP) office on Tuesday (Dec 26)," he told the New Straits Times today.

Shamsul said his men have also recorded the statements of Sports Commissioner Datuk Zaiton Othman as well as the assistant Sports Commissioner, the organiser Earth Runners Int Group Sdn Bhd, two of its committee members as well as two runners who were involved in the accident as part of the investigations under Section 36(1) of the Sports Development Act 1997.

He added that they have also obtained various documents from the Klang Municipal Council, Companies Commission of Malaysia and among others, the running route of the marathon.

Section 36(1) of the Sports Development Act reads “A company shall not involve itself in any sporting activity or in any other activity related to sports, as may be prescribed by the Minister in the regulations, unless it is licensed to do so by the Commissioner.”

Amar said the probe into the case began after the police received a report from the assistant Sports Commissioner on the marathon.

The marathon was marred by a 4.30am accident when three runners – Evelyn Ang, 44, Ahmad Hadafi Jus, 42, and Amiruddin Hamid, 37 – were struck by a car at the 14th kilometre point at Batu 2, Jalan Kapar.

Ang was reported to be in a critical condition due to severe bleeding in her brain with a skull fracture, while Hadafi and Amiruddin sustained light injuries.

Checks later revealed that the marathon organised by Earth Runners had no license and it had failed to obtain one from the Sports Commissioner to organise the event.

In a separate case, Amar said the IP on a 13-year-old girl who was raped by a house trespasser had been submitted to the state DPP's office for further action on Thursday.

"At the same time, we have also received the instruction from the state DPP's office to release the 22-year-old suspect on police bail while waiting for the DNA report from the Chemistry Department in Petaling Jaya," said Amar.

Police had on Tuesday morning (Dec 19) arrested the suspect, an ex-convict and a drug addict, less than 24 hours after he allegedly raped the teenager at her family's apartment in Pulau Indah, Port Klang.

Investigation showed that the suspect had broken into the unit before 3am on Monday and awakened the victim who was sleeping.

The suspect then held her at knife point and told the girl not to shout while he raped her.

Amar had said that the girl's mother told police that her daughter had gone into her room at about 3am crying before saying she was raped by an unknown man.

The girl was rushed to Tengku Ampuan Rahimah Hospital where doctors performed a medical examination.

The case has been classified under Section 376 and 506 of the Penal Code for rape and criminal intimidation.
