Why are 'open areas' included in new stadium enactment, asks Penang opposition

GEORGE TOWN: The 2017 Penang Stadium and Open Area Corporation Enactment has raised eyebrows among the state opposition, who are questioning the inclusion of 'open areas' as part of the corporation.

Penang Gerakan publicity bureau chief Ooi Zhi Yi said while it is a norm to have a stadium corporation focused on the management of stadiums and sports facilities, the reason behind the inclusion of 'open areas' is unknown.

“We assert that stadiums, sports facilities and public spaces have to improve by implementing new urban designs for a better city, but we must ensure that enactments, laws and regulations must be made transparent to prevent abuse of power by any individual,” he said.

Ooi said there are doubts in certain clauses and terms contained in the enactment.

“We strongly urge the state government to take another look at the matter,” he said.

Ooi also said in the enactment, in clause 3(3)(c), the corporation has the right to transfer, hand over, return, mortgage, demise, lease, on any moveable and non-moveable properties or any of the corporation’s interest.

He also questioned what are the plans on the ‘open areas’ which come under the responsibility of the corporation.
