Plan to produce more resilient, high-skilled workforce

KUALA LUMPUR: The government will implement the National Job Creation Strategic Plan (NJCSP), aimed to produce more resilient and high-skilled Malaysian workforce, with the support of five specialised taskforce under the National Employment Council (NEC).

Prime Minister Datuk Seri Ismail Sabri Yaakob, who is NEC chairman, said job creation in Malaysia would also be improved through six core thrusts.

The core thrusts included improving cooperation between industries and academics, nurturing talents to fulfil industry needs, empowering local entrepreneurs to flourish in current economy and utilising gig economy for opportunities to generate income.

The others are driving growth for new and modern sectors and expediting adoption of modern workplace practices, he said.

"The six thrusts will guide in the implementation of six game changers, including application of artificial intelligence technology in job matching and planning, apart from improving marketability and quality of TVET (technical and vocational education and training) graduates.

"NJCSP has, among others, proposed the creation of a special platform to coordinate information of TVET institutions in Malaysia, as well as programmes and opportunities to match them (graduates) with the suitable TVET institutions to facilitate job-hunting in future," he said in a statement.

He said the Finance Ministry and Human Resources Ministry had been tasked to develop a digital platform to ensure that the training and skill-enhancement programmes by various ministies and agencies are effective and under structured monitoring.

He said the NEC's third meeting held on Wednesday (Sept 22) also agreed that the courses offered were based on needs of the current economy, demography and local economy.

During the meeting, it was also announced that over 376,000 job seekers had been successful as of Sept 10, thanks to the 27 initiatives by the government, he said.

"The success in job placement has exceeded the original target set for the first nine months of the year, until Sept 30, to offer 354,276 jobs.

"This shows the government's target to create 500,000 jobs this year would be achieved."

In addition, he said the government had successfully created over 97,000 new jobs for domestic investors with 76 per cent of them in the skilled and semi-skilled categories.

The number was part of the 160,000 job creation target set as a result of the investment commitment for 2021.

He said the government was confident that the strategies by NEC, including the implementation of NJCSP would be able to continue the economic recovery momentum and improve job creation, as the same time address issues like lack of manpower in certain sectors, opportunities for the underprivileged and wages.

He said the council which he chaired comprised 12 Cabinet members, chief secretary to the government and 12 representatives from the private sector.

For those who have lost their job, the government will provide assistance through the Employment Insurance System under the Social Security Organisation (Socso), he said.
