Foreign worker drives garbage truck without GDL licence, road tax, or insurance

SEREMBAN: A cleaning company took a bold risk by employing foreign workers without a Commercial Driver's License (CDL) or a Goods Driver's License (GDL) as garbage truck drivers.

However, this action led to consequences when the garbage truck, driven by the foreign worker, was confiscated during an inspection at the Nilai Industrial Area, Nilai, at around 7am today. The owner of the vehicle was also issued a summons.

Hanif Yusabra Yusuf, Negri Sembilan Road Transport Department (RTD) director, revealed that the inspection uncovered that the vehicle's road tax had expired, and there was no insurance coverage.

"The Negri Sembilan RTD Operation Team confiscated a garbage truck driven by a foreign worker at the Nilai Industrial Area this morning.

This seizure was carried out in accordance with Section 64(1) of the Road Transport Act (APJ) 1987, as the driver was found to be operating without a GDL licence, an expired Motor Vehicle License (LKM), and without insurance," he said today.

Hanif added that the Indonesian driver and the vehicle owner were fined for these violations under Sections 26(1), 57, 23(1), and 90(1) of the APJ 1987.

He further clarified that the RTD had handed over the foreign driver of the garbage truck and a helper to the Malaysian Immigration Department (JIM) for identification verification and further action in accordance with the agency's regulations.

"The enforcement against foreign drivers will be carried out continuously to ensure compliance with the established rules and laws.

"At the same time, transportation company operators are reminded to employ drivers with valid driver's licences for their vehicles to avoid endangering other road users.

Furthermore, they must ensure that their vehicles used on the road have a valid road tax and insurance coverage to avoid enforcement actions," he said.
