#NSTviral: Is leave a right or a privilege for civil servants?

KUALA LUMPUR: The Public Service Department (PSD) has drawn criticism for its leave entitlement policy, alleging that leave entitlement is not a right but a privilege provided by the government to civil servants.

In a posting on Facebook and X recently, the department stated that many civil servants have misperceptions about their leave entitlement. 

Accompanying the postings were two posters. The first one read 'Cuti bukan hak' (leave is not an entitlement), while the second poster detailed the type of annual leave accorded to civil servants.

The post also reminded civil servants to refer to Perintah Am (General Orders) 7 to 11 Chapter C (Leave) and MyPPSM SR.5.1.1 to learn more about their leave entitlement and to obtain approval from the department head before taking their leave.

A quick sweep of the comment section on the department's Facebook and X, revealed a divided crowd.

Some questioned the department's post, while others suggested using more appropriate wording to convey the message.

A Facebook user took a swipe at the post and shared his view on the matter.

"I think it is an irresponsible posting by the department. Leave is a right, and so are working hours. It's the workers' right to take leave with advanced notice," the user said.

On X, a user remarked that in every company or department, whether in the private or public sector, every worker must apply for leave before taking time off.

"I don't understand what's the issue here. You get to go on paid leave if your leave is approved. It's as simple as that."

Some questioned the department's choice of words.

"Why use such provocative words if the intent is for information? Failed wording," it said.

"I wonder who approved this posting. Choose better words!" another one said.
